The account isn't there for you. It exists so the service can store your codes on its servers, attach your email to a marketing funnel, and hold the codes as the reason you keep paying. That's the standard model: the free tier gets you to print a code, and the code depends on their server staying subscribed. Cancel, and printed codes die.
Static QR codes don't need any of it. The destination is encoded in the image itself, so there is nothing for a server to store and nothing an account would protect. A generator that makes static codes has no technical reason to know who you are.
There is no account system on this site at all. No email field, no login, no "create a free account to download." The generator runs in your browser: type, generate, download. What you type never reaches a server, which matters when the content is a WiFi password or a personal phone number. All five download formats (PNG, SVG, JPEG, WebP, GIF) are available on every code, with no watermark and no resolution cap held back for a paid tier that doesn't exist.

For a person, yes. Generate as many codes as you need, use them commercially, print them on anything. The only limits are rate limits tuned to stop bots and scrapers; normal use never touches them. The site is ad-supported, which is the entire business model: no premium tier is waiting behind the tool you just used.
